HMRC did announce in the most recent budget plans to zero rate e-books and e-newspapers in time for the festive season (1 December 2020)
In light of lockdown, the Chancellor has today (30 April 2020) announced that this zero-rating will be brought forward to 1 May 2020 to allow the electronic materials to become more accessible to the nation staying at home.
Whilst it’s not expected to have a huge impact on our NHS client base, the move will certainly reduce some of their subscription costs (which were irrecoverable unless supplied as part of a library service) by 20%.
